This Institutional Framework and Strategy has been prepared, with assistance from the Asian Development Bank under the Technical Assistance AFG TA 3875 “Disaster Preparedness and Management Capacity Building”, for the review and consideration of the Office of the President, the Office of the Vice-President, and Afghanistan National Disaster Management Authority (ANDMA). It presents the Government of the Islamic Republic of Afghanistan with a proposed national institutional framework and strategy for disaster risk management for their consideration and eventual adaptation.
