کار اعمار پروژه وقایوی به طول 320 متر و ارتفاع 4 متر به ارزش مبلغ 5 میلیون افغانی با گذاشتن سنگ تهداب آن در قریه نولیچ مرکز ولایت پنجشیر توسط انجنیر کمال الدین نظامی والی ولایت پنجشیر با حضور احمد ضیاء یزدانی رئیس مبارزه با حوادث و روسای سکتوری آن ولایت آغاز شد.
که از اثر تطبیق این پروژه زندگی جانی و مالی اهالی قریه نولیچ از اثر حوادث طبیعی مصئون خواهد شد.
